Opened in 1981 as the General Practice Unit, a facility for medical training.

Edgar Cochrane Polyclinic had one-third of the plant used for medical training.

It housed Enmore Clinic when the Ladymeade Polyclinic was under construction and remained afterwards as a satellite of the Ladymeade Polyclinic.
​
Dr. Edgar Cochrane was the first Medical Officer of Health at the Enmore Health Clinic (October 1955).
The Randal Phillips Polyclinic is part of the system of publicly funded primary health care facilities in Barbados. The catchment area consists of both rural and urban districts in Christ Church, a portion of St Philip and a portion of St Michael.
